The Philippine Development Forum Working Group on Sustainable Rural Development (PDF WG on SRD) cordially invites you to a Roundtable on Environmental Conditional Cash Transfers (eCCT) to be held on August 17, 2011 (9:00 am-12:30 pm) at the Convention Hall of the Bureau of Soils and Water Management, Visayas Avenue cor. Elliptical Road, Diliman Quezon City.
We have invited Dr. Axel Weber, a free-lance consultant and former ADB expert on Social Protection, to share with us his international experience and insights on conditional cash transfers.
In addition, we have also invited resource persons from relevant agencies and institutions working on similar topics to share their concept:
1. Assistant Secretary Camilo Gudmalin, Department of Social Welfare and Development
2. Commissioner Mary Ann Lucille Sering, Climate Change Commission
3. Undersecretary Jerry Pacturan, Department of Agrarian Reform
From this exchange, we hope to gain additional inputs in order to improve the development of an eCCT concept and its pilot implementation in selected sites in support of the National Greening Program (NGP). We also would like to explore potential cooperation and discuss next steps with relevant stakeholders.

The Philippines Development Forum Working Group on Sustainable Rural Development (PDF WG on SRD) accords high priority on policies impacting on the rural sector and the governance of natural resources, specifically on land use policy and thus, supports the advocacy for the passage of a national land use policy. With the success of the first High Level Dialogue on the Compelling Reasons for the Passage of a National Land Use Policy in December 2010, various stakeholders led by the civil society and sustainable development advocates have stepped up the campaign to push for a more timely and relevant policy that reflect major issues of the advocacy.

1. High-Level Technical Dialogue and Sharing of International Experiences on Land Use Management

Organizers: The high level Technical Dialogue is a joint undertaking of the Philippine Institute of Environmental Planners (PIEP) and the PDF WG on SRD.
2. High-Level Dialogue with Legislators on Strategic Reforms to a Sustainable National Land Use Management Policy

Organizers: The high level dialogue with the Legislators is a joint undertaking of the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC), the Convergence Initiative (DA-DAR-DENR), CLUP Now! and the PDF WG on SRD.

High Level Dialogue on the Compelling Reasons for the Passage of a National Land Use Policy on December 1, 2010
The absence of a national land use policy is a priority issue for the Philippine Development Forum’s Working Group on Sustainable Rural Development (PDF WG on SRD) since it hampers sustainable rural development and causes further conflicts over the use of our finite natural resources. Particularly, the socio-political and economic interests are contending with each other for the rightful use of these resources.
To broaden and deepen the common understanding on why the need for a comprehensive national land use policy among the various sectors, we would like to invite you to a “High-Level Conference for a National Land Use Policy” on December 1, 2010, 8:30AM-1:30PM, Hyatt Hotel, Manila. This conference aims to bring forth the compelling reasons for passing a national land use policy among lawmakers, executive agencies of government, local government executives, civil society, the academe and the private sector.
The dialogue is being co-organized by the PDF WG on SRD, together with members of the Convergence Initiative (Departments of Agrarian Reform, Agriculture, and Environment and Natural Resources), the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) with the Campaign for Land Use Policy Now! (CLUP Now!).
The event hopes to highlight the urgency of passing a national land use law and also generate essential elements of a national land use policy which will serve as inputs in crafting the national land use policy. In his State of the Nation Address (SONA), President Aquino included the passage of the national land use policy as priority piece of legislation under his administration. With this declaration, the PDF WG on SRD is committed to provide the platform for discussions/dialogues in support of advocacy and joint actions towards the enactment of a national land use policy. The Working Group is composed of not only national government agencies and development partners, but also civil society representatives who have been accorded regular membership status.
